Mass Eye & Ear InfirmaryRequisition Number13-0291TitleVP HUMAN RESOURCES & OFFICE GENERAL COUNSELDepartmentExecutiveShiftDayHours Per Week40CityBostonStateMADescriptionPOSITION SUMMARY: Leads and directs the Human Resources and Compliance Departments, and Office of the General Counsel of Foundation of the Massachusetts Eye and Ear Infirmary, Inc. and its subsidiaries (collectively Mass. Eye and Ear). Oversees operations and develops long and short term goals, act as liaison with outside legal advisors. Direct reports: Deputy General Counsel, Risk Manager, Patient Care Representative, Compliance Officer, and all HR managers. ESSENTIAL FUNCTIONS:1. Actively leads Mass. Eye and Ear with other members of senior management.2. Provides executive level problem solving skill for the organization as well as the specific areas of human resources and legal services.3. Leads and manages direct reports and staff in the three areas as well as teams across the organization (as needed). Continually assesses and improves departments performance.General Counsel and Legal Services:1. Responsible for the day to day operations of the Office of General Counsel and Legal Services departments, including Compliance, Risk Management and Patient Relations.2. Reviews, analyzes, and advises on matters with legal implications for Mass. Eye and Ear.3. Reviews, analyzes, and advises regarding relevant legislation, regulations, and cases affecting Mass. Eye and Ear patients, staff and employees.4. Advises and assists the President and members of management in operational and strategic matters.5. Provides counsel for transactional matters such as joint ventures, outreach activities, mergers and acquisitions, and contractual arrangements.6. Advises the governing body relative to legal implications of bylaws, rules, regulations, policy establishment, and decisions by the board, and assisting with legal documents, including resolutions.7. Advises the medical staff relative to the establishment and enforcement of bylaws, rules, and regulations.8. Manages interactions with various government agencies regarding legal issues.9. Refers to, works with and oversees outside counsel who provide specified legal consultation and/or assistance to Mass. Eye and Ear.10. Assists, when appropriate, medical staff committees dealing with medical evaluation and other related activities with legal implications11. Reviews and drafts Corporate and Medical Staff Bylaws.12. Assists in developing and operating the Mass. Eye and Ear Patient Care Assessment Program.13. Oversees the operation of the Mass. Eye and Ear Risk Management Program.14. Oversees the operation of the Mass. Eye and Ear Compliance Program.15. Provides direct supervision to the Deputy General Counsel, Risk Manager,Patient Care Representative, and Compliance Officer.Human Resources:1. Oversees daily operations of Human Resources department; manages and integrates the Human Resources function and supervises employees in the areas of Compensation/Benefits, Employment, Training, Systems and customer service. Coordinates and integrates services, both interdepartmentally and intradepartmentally. 2. Oversees annual assessment of wage and compensation program, including market surveys to determine Mass. Eye and Ear position to market and recommendations on compensation adjustments based on economic indicators and market data, and develops proposal for senior management and Presidents review and approvals prior to preparing Compensation Committee documents for approval. Responsible for communication and implementation. Oversees evaluation of positions for grade/pricing, process for setting up new job within HRIS, and participation in third-party compensation surveys.3. Projects, plans and implements staffing plans to address the human resources needs of Mass. Eye and Ear throughout the year. Ensures recruiting staff knowledgeable of all regulations regarding discrimination in employment and produces EEO data to ensure non-discriminatory hiring practices have been enforced. Maintains various employment statistics: referral, EEO data, AA data, etc. Manages advertising budget for the Mass. Eye and Ear.4. Manages outcome of internal employee relations matters through HR staff and management; ensure policies and best interest of Mass. Eye and Ear are paramount in decision process while respecting the dignity and confidentiality of employees. 5. Responsible for development and management of all fringe benefits for Mass. Eye and Ear and MEEA which include self-insured products BC/BS health insurance, workers compensation and unemployment; develops budgets for these and other plans through negotiations with providers. Ensures all benefits communicated with employees at the time of hire and periodically during the year. 6. Oversees Joint Commission survey readiness for human resources standards by ensuring that all performance reviews are done routinely, on time and within guidelines, tracking orientation and mandatory in-service, performance improvement initiatives, training and development offerings and ensuring job descriptions, standards and competencies for every job title has been updated routinely.7. Complies with all outside regulatory, State and Federal laws governing the employee-employer relationship; files government reports prior to deadline (EEO, Vet-100 etc). Completes and analyzes annual reports on turnover, competency of staff and the HR Annual Report for the department. Completes and analyzes and establishes goals for the Affirmative Action Plan year. Responds to subpoenas, QUADRO, leans, garnishments and court orders regarding employee records. HR staff appears at various hearings representing Mass. Eye and Ear on employee matters (DET, WC Board etc).8. Responsible for the overall orientation of all personnel to the Mass. Eye and Ear, inclusive of physicians, residents, employees and researchers (on site and off site). Maintains records within personnel files indicating completion of mandatory in-service and orientation. 9. Projects, prepares, and manages the human resources budget.10. Establishes contacts and networks with outside agencies and community programs, professional organizations and schools. Manages outside contracts with vendors that supply temporary help, TPA services and others as needed. Develops strong community presence in work-skills-training programs.11. Selects and ensures HRIS meets the growing needs of Mass. Eye and Ear and HR; With Manager Compensation and HRIS, reviews new products, plans for enhancements and change when required. Sets up internal controls to ensure policies or legal issues are in compliance. Develops routine business reports to assist the organization in planning and achieving goals.
