Training Manager at Waltham

Job Description


****This position is contingent upon contract award.****

The Training Manager plans, develops, coordinates, and drives transformational training programs across theAsia Pacific RegionBorder Security Program. The candidate will lead a team of project managers developing/modernizing training in support of theAsia Pacific RegionBorder Security Program. The right candidate will have the ability to facilitate customer collaboration, lead internal and external teams, mentor team members, and influence and negotiate with the customer to gain buy-in and final acceptance of these transformation projects, as needed and directed by the Raytheon Program Manager.

The right candidate will initiate and lead the planning, approach, strategy, validation, and coordination of training projects on program that includes but not limited to analysis, development, implementation, and evaluation of performance support, instructional products, materials and projects. This may include traditional classroom-based training, computer-based instruction, distance learning, automated or electronic job aids, paper-based or electronic manuals, structured On-The-Job training, live instructor-led internet training, computer-based performance support, or other innovative delivery methodologies. As a subject matter expert (SME) the candidate will also be required to assist in generating program-wide policy recommendations for training development including application of technology to products, alternative media selection models, alternative mechanisms for rollouts, and improved methods to track and manage projects, including evaluation. Additionally, at the technical level the candidate will analyze tasks, job and target audience requirements, and design training strategies and develop instructional and performance support products and materials to close gaps between current and desired performance. As a leader and a SME the candidate will collaborate with other functional areas to ensure comprehensive, program-wide training products designed for efficient and effective fulfillment of client needs.

Minimum Qualifications:

  • 12 years experience in learning theory, psychology of learning, educational psychology of learning theories as they relate to the systematic design, development, and validation of instructional material.
  • 8 years instructional systems design practices including study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  • 8 years educational evaluation including the study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  • 10 years instructional product development including the study of the techniques appropriate for developing training materials, including identifying learner characteristics (including generational differences), specifying objectives, applying training strategy, validating training materials, and evaluating training.
  • 5 years experience infusing technology in education and training including the study of the application of computers in education and training, including selecting appropriate computer software.
  • 8 years experience in Border Security training, or similar programs.
  • 10 years leading multi-disciplined teams on multiple projects
  • Frequent travel to the Asia Pacific Region.

    Required Skills:

  • Demonstrated leadership ability to facilitate, influence, and enable team collaboration.
  • Proven program management and operations experience.
  • Strong interpersonal skills and demonstrated ability to make effective decisions while being be professional/diplomatic in working through complex personality, programmatic, and business interest related issues.
  • Excellent communications skills, written and oral.

    Required Education:
    Bachelors Degree in Business Management,or related technical discipline and Masters Degree in Education.
