Technical Project Manager

Our client in Quincy, MA is currenlty looking for a Consultant with the following skills

General Responsibilities Collaborate with EOHHS agency business leaders to develop and maintain project plans Define project requirements with key business stakeholders Coordinate project activities for adherence to project plan and goals Monitor results against established timelines, deliverables, tasks, dependencies and associated technical specifications Develop detailed project plans, work breakdown structures, project checklists and budgets to meet established time frames, funding limitations and staffing availability Prepare comprehensive supporting plans in the areas of quality control, risk management, change management, testing and other associated project management areas Manage project development process to include monitoring project scope and change control processes Perform work in association with industry recognized standards, guidelines and practices Adhere to established Commonwealth policy and procedures with respect to project management methodology quality assurance and other related standardsRequired Qualifications:
  • Minimum (5) five years of extensive hands-on experience with project management as the project manager with full accountability and financial responsibility
  • Minimum (5) five years of IT experience in one or more technical roles
  • Bachelor’s degree in Computer Science or a related field
  • Experience with and preparing project documentation such as detailed requirements
  • Ability to develop and maintain effective relationships with management, end users and project team members
  • Ability to interact effectively with technical personnel and with a wide variety of technical resources
  • Ability to translate and communicate technical concepts, information, plans, and procedures to both technical personnel and non-IT business users
  • Knowledge and demonstrated ability to conduct detailed planning, and to perform risk assessments and their associated risk mitigation actions
  • Knowledge of the related IT standards and software (i.e., Microsoft office-Excel, Word, PowerPoint, project management tools)
  • Excellent oral and written communication skills, and presentation skills
  • Capacity to communicate complex technology concepts to non-technical audiences as well as program and business priorities to technical audiences
  • Ability to multi-task and adjust to changing priorities in a fast-paced environment
 Desired Skills and Experience:
  • Detail oriented with a proven ability to multitask in a fast moving environment with shifting priorities and changing requirements
  • Experience with Health Insurance, Eligibility, and Claims Payments systems
  • Experience with quality assurance tools such as Clear Quest and Test Manager
  • Team Player with strong interpersonal and collaborative skills
